Understanding NSW Pool Fencing Requirements


Pool fencing in NSW is governed by the Swimming Pools Act 1992 and Regulation 2018, with technical requirements specified in Australian Standard AS1926.1. Here's what you need to know.


Minimum Height Requirements

Pool fences must be at least 1.2 metres high, measured from the finished ground level on the outside of the fence. This height must be maintained around the entire pool barrier — no dips, no shortcuts.


Non-Climbable Zone

The fence must include a non-climbable zone (NCZ) extending 900mm from the top of the fence on the outside. This means no footholds, horizontal rails, or climbable objects within this zone. Trees, furniture, and garden features must be kept clear — that potted plant next to the fence could fail your inspection.


Gate Requirements

Pool gates must open outward from the pool area (never into it), be self-closing from any open position, and have a self-latching mechanism that operates at least 1.5 metres from ground level. The latch must require a manual action to release — no child should be able to work out how to open it.


Boundary Fence Interactions

If your pool fence connects to a boundary fence, specific requirements apply regarding heights and non-climbable zones at the junction. Boundary fences used as part of the pool barrier must meet pool fencing standards along the relevant sections.
